Punjab Technical University as nodal institution for Industrial revolution in the state

Thus it is a very timely step that Punjab government has decided to set up the Punjab Technical University. It is a university that has the capacity to be the engine of development and change in the society. Thus the duty that falls on the university is to act as a lever for propagation of the technological change, as well as to facilitate adoption of new technologies . More over the quality human resource production remains the most fundamental task for achieving all this along with upgrading the skills of the existing technical persons. To achieve this the Punjab Technical University has been established.

Technical Education as social dynamic force

Thus, one of the most important tasks before the Government is appropriate human resource planning, development and utilisation. The Technical Education system is one of the major sources of human resources. The Society is experiencing a phenomenal advancement in Technology. New practices are replacing the existing ones. If we have a look at the Industrial scene of India, there has been lot of changes during the last few years. In the liberalised scenario, traditionally protected Indian Industry has to compete with the multinationals from all over the world. Never in the history of the country, multinationals have contributed to the Indian economy as they are doing now. "Compete or perish" is the echo in the industrial world of today. This kind of technological explosion has posed a big challenge to Technical Education. The State of Punjab, commonly known as the grain basket of the country, has the potential to face this challenge.

Challenges before Technical Education

Statistically, India’s Technical Institutions are producing the third largest technical manpower in the world, but there is no denying the fact that we have miserably failed in imparting quality technical education. The main grouse of the Industrial establishments is that our training system does not keep pace with the technological advancement in the related fields. At present, our technical education system faces two major challenges:

a) Quality assurance

b) Keeping pace with the technological advancement;

and in order to meet these challenges, the following resources need to be strengthened:

i) Human Resources

ii) Material Resources

Principal parameters of the globalised world

The principal parameters in this competitive world are quality, cost and innovations. Excellence in all these three areas can be achieved only through excellence in Engineering, Technology and Management. It is also in this context that, the State of Punjab has set up the Punjab Technical University.

It is a known fact that education in Engineering & Technology differs from Education in the field of liberal arts and general sciences. The Technical Education system must respond to the latest in the practice of technology by periodically modifying programmes of study, curricula, and syllabi. The teaching methodology also needs to be constantly upgraded to make the skill development as well as to increase knowledge delivery more effective. Earlier the Engineering Colleges, in the State, were affiliated to different Universities in the State who lacked proper expertise. Thus lacked will and research facilities for the development of Technical Education system in the State. There was no uniformity in the syllabi and the curricula being followed in the different universities. Their academic calendar followed was different. Their standard could not be compared and matched with each other and, most importantly, very little research and development work in the new Technological areas was being taken up by them. All this hampered the growth of Technical Education and its response to the demand of technological needs of the State.

Thus the setting up of Punjab Technical University has in one stroke overcome all these disadvantages. It is also conceived that with the pooling of all the resources of the colleges and have more autonomous functionality, the response time to changes as demanded by the practicing technologies will be decreased. This way the pace of change could be easily maintainable.

Thus Punjab Technical University will have a clear focus on the following priorities: -

The future of the State as well as of the country lies in the quality of its technical Education and the technical Education should be directed towards creating a global competitive Indian industry and entrepreneurs.

Technical Education must be closely inter-linked with the needs of the industry and it should build entrepreneurs. It will be an employment generator as well as capable of more sustained growth.
